Hammerfell, which borders High Rock, is home to the Redguards, but before them, it was settled by the Dwemer (Dwarves) and several Elven factions who built settlements along the shore lines. It's one of the only two provinces that doesn't border the capital province of Cyrodiil ( The Elder Scrolls IV: Oblivion) and features what may be the oldest building in the continent with the Adamantine Tower. Each faction is comprised of three different races, with which old Elder Scrolls fans are surely familiar with. High Rock is home to the Bretons and shared by the Orcs. The Elder Scrolls Online has three different factions players can join, the Aldmeri Dominion, Daggerfall Covenant and Ebonheart Pact. The Daggerfall Convenant faction calls the western provinces of High Rock (the province featured in The Elder Scrolls II: Daggerfall) and Hammerfell their home. This faction is a lot more democratic than the others.' The Bretons have given the orcs their own homeland within their territory, and all three races like and respect each other. There have been a lot of little wars between them, and there has been as much internal fighting in High Rock as there has been with external provinces, but it’s a much more settled area and a little more peaceful.
